Baby Cookie Monster Toys Sold with DVD at Wal-Mart Recalled for Choking Hazard
WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.
Name of Product: Baby Cookie Monster Plush Toys
Units: 31,000
Manufacturer: The Betesh Group of New York, NY
Hazard: The small felt fabric cookie attached to the plush toy's hand can be removed easily and ingested by young children, posing a choking hazard.
Incidents/Injuries: No injuries or incidents have been reported.
Description: This recall involves the Baby Cookie Monster plush toy packaged with certain Sesame Beginnings Make Music Together DVDs. The blue plush toy has a small, felt fabric cookie attached to its hand. The plush toy and DVD are packaged in a yellow and green box with the words "Sesame Beginnings" and "Make Music Together" printed on the front. The product is labeled for children ages 6 months and up.
Sold: Exclusively at Wal-Mart stores nationwide from March 2006 to July
2006 for about $15.
Manufactured in: China
Remedy: Using scissors, consumers should immediately remove the felt cookie and its connecting thread from the plush toy. Once detached, the felt cookie and thread should be disposed of immediately.

CPSC Reminds Parents to Keep Trick-or-Treaters Safe this Halloween
WASHINGTON, D.C. - Frail skeletons and fluorescent Jack O' Lanterns decorate homes, while children disguised as witches, ghosts and goblins begin flocking out onto neighborhood streets in search of treats. As Halloween approaches, the U.S. Consumer Product Safety Commission (CPSC) wants you to know that like children, Halloween's hidden dangers also come in disguise.
CPSC is aware of serious Halloween-related injuries involving burns from flammable costumes and decorations, including ignition from open flames, such as candles and Jack O' Lanterns. Additional incidents have involved abrasions from sharp objects attached to masks or costumes.
"One of the greatest problems is kids dressed up in homemade costumes that are not flame-resistant," said Acting CPSC Chairman Nancy Nord. "If parents make a costume, choose inherently flame-resistant fabrics, such as nylon or polyester, and avoid long draped items that could cause an entanglement hazard."
To help keep children safe, CPSC enforces the Flammable Fabrics Act and recalls products at Halloween and throughout the year that can cause injury.
Make this year's holiday a safe one by following these safety tips on costumes, treats and decorations:
Costumes
When purchasing costumes, masks, beards and wigs, look for flame-resistant fabrics such as nylon or polyester, or look for the label "Flame Resistant." Flame-resistant fabrics will resist burning and should extinguish quickly. To minimize the risk of contact with candles and other fire sources, avoid costumes made with flimsy materials and outfits with big, baggy sleeves or billowing skirts.
* Purchase or make costumes that are light, bright and clearly visible to motorists.
* For greater visibility during dusk and darkness, decorate or trim costumes with reflective tape that will glow in the beam of a car's headlights. Bags or sacks also should be light colored or decorated with reflective tape. Reflective tape is usually available in hardware, bicycle and sporting goods stores.
* Children should carry flashlights to see and be seen.
Costumes should fit well and not drag on the ground to guard against trips and falls.
* Children should wear well-fitting, sturdy shoes. Oversized high heels are not a good idea.
* Tie hats and scarves securely to prevent them from slipping over children's eyes and obstructing vision.
* If your child wears a mask, make sure it fits securely, provides adequate ventilation, and has eye holes large enough to allow full vision.
Swords, knives and similar costume accessories should be made of soft, flexible materials.
Treats
* Warn children not to eat any treats until an adult has examined them carefully for evidence of tampering.
* Carefully examine any toys or novelty items received by trick-or-treaters under three years of age. Do not allow young children to have any items that are small enough to present a choking hazard or that have small parts or components that could separate during use and present a choking hazard.
Decorations
* Keep candles and Jack O' Lanterns away from landings and doorsteps where costumes could brush against the flame.
* Remove obstacles from lawns, steps and porches when expecting trick-or-treaters.
* Indoors, keep candles and Jack O' Lanterns away from curtains, decorations and other combustibles that could catch fire. Do not leave burning candles unattended.
* Indoors or outside, use only lights that have been tested for safety by a recognized testing laboratory. Check each set of lights, new or old, for broken or cracked sockets, frayed or bare wires, or loose connections.
* Discard damaged sets.
* Don't overload extension cords.

Manufacturer: Paper Magic Group Inc., of Scranton, Pa.
Hazard: The pumpkin decoration kits contain small parts that pose a choking hazard to young children.
Incidents/Injuries: No incidents or injuries have been reported.
Description: The recalled kits include plastic ears, eyes, noses, mouth, hands, shoes, hats, eyeglasses and jewelry that are used to decorate Halloween pumpkins. The recall includes Mr. Potato Head "Make a Monster Pumpkin" and "Make a Fireman Pumpkin" and Mrs. Potato Head "Make a Diva Pumpkin." The products are labeled for ages 2 and older. Products with small parts intended for children under 3 years old are prohibited due to a choking hazard.
Sold exclusively at: Target Stores nationwide from September through October 2006 for about $5.

Remedy: Consumers should stop using these pumpkin decorating kits immediately and return them to the nearest Target store for a full refund.

Wal-Mart Recalls Minnie Mouse Cardigan Sets Due to Strangulation Hazard

Units: About 14,000
Distributor: Wal-Mart Stores Inc., of Bentonville, Ark.
Hazard: If the cardigan is buttoned, the ribbon woven around the neckline poses a strangulation hazard for children.
Incidents/Injuries: No incidents or injuries have been reported.
Description: The pink cardigan is sold as part of a three-piece set which also includes a light pink turtleneck and denim pants. The cardigan has a pink ribbon woven around the neckline. Minnie Mouse is embroidered on the lower left front of the cardigan. The cardigan was sold in sizes 12M, 18M, 24M, 3T, 4T, and 5T.
Sold exclusively at: Wal-Mart stores nationwide from July 2006 through August 2006 for about $15.
Manufactured in: China
Remedy: Consumers should take the recalled cardigan away from children immediately and return the entire three-piece set to Wal-Mart for a full refund.

Family Dollar Recalls "Creepy Cape" Costumes Due to Flammability Hazard
WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.
Name of Product: "Creepy Cape" Halloween Costumes
Units: About 120,000
Importer: TONY Development & Manufacturing (USA), of Montclair, N.J.
Retailer: Family Dollar Inc., of Matthews, N.C.
Hazard: These vinyl capes fail to meet the standard for the flammability of vinyl plastic film, posing fire and burn hazards to consumers.
Incidents/Injuries: None reported.
Description: The recall involves 40-inch black vinyl capes with a stand-up collar. A white sticker on the collar of the cape reads, "FLAME RETARDANT PVC" and "MADE IN CHINA." The packaging shows a green-skinned vampire wearing a black cape. Writing on the packaging includes "CREEPY CAPE," "Ages 6 To 60," and "NO. 53600."
Sold at: Family Dollar stores nationwide from August 2005 through October 2006 for about $2.
Manufactured in: China
Remedy: Consumers should stop using the recalled capes and return them to any Family Dollar store for a full refund.
