WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.

Name of Product: Construction Play Sets

Units: About 3,000

Manufacturer/Distributor: DDI Inc., of Dubuque, Iowa

Hazard: Surface paint on the play sets can contain lead, violating the federal lead paint standard.

Incidents/Injuries: None reported.

Description: The recall involves the 136-piece Mega Construction Play Set (item# 911346) and includes various construction equipment, vehicles, buildings and roads. The play sets are packaged in a black and yellow box with the word “Builder” printed in the upper left hand corner of the package.

Sold at: Home centers, hardware stores and farm stores nationwide from October 2008 through December 2008 for about $20.

The Land of Nod Recalls Children’s Canopies Due to Entrapment and Strangulation Hazards

Name of Product: Home Sweet Playhome Canopies

Units: About 2,400

Manufacturer: The Land of Nod, of Northbrook, Ill.

Hazard: A child’s head could get entrapped in the canopy’s window openings, posing entrapment and strangulation hazards.

Incidents/Injuries: The firm has received two reports of a child’s head becoming caught in the canopy’s window openings. No injuries have been reported.

Description: The recalled canopies involve the “Home Sweet Playhome” model made of 100% cotton gingham fabric draped from a bamboo hoop which is suspended from the ceiling to create a cylindrical play space measuring 36 inches wide and 9 feet tall. The canopies have an open bottom, a “door” and three multi-paned “windows.” They were sold in blue and pink. “Home Sweet Playhome” canopies sold after October 2005 are not included in this recall. “The Land of Nod” is printed on a woven label on the canopy.

Sold at: The Land of Nod catalog, Web site www.landofnod.com, and at The Land of Nod stores in Illinois and Washington state from September 2003 through October 2005 for about $100 for the canopy and $139 for the canopy and cushion set.

Rheem Recalls to Repair Oil-Fired Furnaces Due to Fire Hazard

Name of Product: Rheem, Ruud and United Refrigeration Oil-Fired Furnaces

Units: About 14,000

Manufacturer: Air Conditioning Division of Rheem Manufacturing Co., of Fort Smith, Ark.

Hazard: If the furnace is not properly wired, the oil burner can continue to operate when the blower shuts off, posing a fire hazard to consumers.

Incidents/Injuries: Rheem has received one report in which the furnace was incorrectly wired. No injuries or property damage have been reported.

Description: This recall involves oil-fired furnaces sold under the Rheem, Ruud and United Refrigeration brands. Only the models beginning with the model numbers listed in the chart below and with date codes ending in 0106 through 5206, 0107 through 5207, or 0108 through 4808 are included in this recall. The model number and date code (designated by the four digits following an “M” in the middle of the serial number) are printed on the unit’s rating plate, which is on the left wall of the furnace’s interior just above the burner. The rating plate can be found by opening the unit’s burner access door, which has slotted openings.

Infantino Expands Recall of Infant Rattles Due to Choking Hazard

Name of Product: Infantino Lion and Lamb Grabby Rattles™

Units: About 131,000 (20,000 units were previously recalled in March 2008)

Manufacturer: Infantino LLC, of San Diego, Calif.

Hazard: The tail-piece on the rattles can detach, posing a choking hazard to young children.

Incidents/Injuries: Infantino has received 10 reports of the tail piece on the rattle detaching since March 2008. No injuries have been reported.

Description: The recalled Infantino Lamb and Lion Grabby Rattles™ are shaped like a lamb and lion respectively. Each has a ring-shaped body and an Infantino elliptical logo stamped on the front right foot of the animal. Rattles without tails on the animals and products with production codes of 0108 and 0508 are not affected by this recall. The production code is printed behind the ear in a dial format with the year (08) in the middle of a circle and an arrow pointing to the number on the circle (01 or 05) that indicates the month.

Sold at: Wal-Mart, Babies “R” Us and other specialty stores nationwide from May 2007 through September 2008 for between $3 and $4.

Fisher-Price Recalls Simplicity’s Rainforest™ Portable Play Yards Due to Fall and Entrapment Hazards

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.

Name of Product: Rainforest™ Portable Play Yards manufactured by Simplicity Inc. and SFCA Inc.

Units: About 200,000

Manufacturer: Simplicity Inc. and SFCA Inc., of Reading, Pa.

(Note: Simplicity Inc. and SFCA Inc. have not responded to CPSC’s request to recall these products nor have they been responsive to consumer complaints recently received.)

Hazard: One or more rails can collapse unexpectedly, posing a fall or entrapment hazard to young children.

Incidents/Injuries: Due to Simplicity Inc. and SFCA Inc. being unresponsive to consumers via their Hotline and Web site, a significant number of complaints were recently reported. There have been at least 1,350 reports of one or more rails collapsing. There were numerous reports of children receiving bumps and bruises when the side rail collapsed. There were five reports of injuries which included a broken nose, a broken wrist, a mild concussion, a cut to the hand which required stitches, and a chipped tooth.

Description: The recalled play yards are portable and were sold with a bassinet, changing table, and mobile features. The products have a Rainforest™ patterned fabric, Rainforest themed artwork and bear the “Fisher-Price” logo. The Simplicity Inc. model numbers are 5310 RNF, 5310RNFC, 5310RNFT and 5310RNFW. The model number is located on a sticker on one of the legs underneath the play yard.

Sold at: Retailers and specialty children's stores nationwide from January 2007 through January 2009 for about $100.

Remedy: Consumers should stop using the play yards immediately. Although it did not manufacture or sell the play yards, Fisher-Price has voluntarily agreed to assist consumers who own the products. Consumers who own one of the recalled play yards with the Fisher-Price logo should contact Fisher-Price to obtain assistance to replace their play yards.

Name of Product: Rolling Toy Xylophones

Hazard: The pegs on the xylophone can break, posing a choking hazard to children.

Incidents/Injuries: The Land of Nod has received 22 reports of broken pegs. No injuries have been reported.

Description: The recalled product is a rolling xylophone made of metal, wood and plastic. It has four wheels and a string to pull the toy. The xylophone has eight metal bars, each of which is attached with two pegs. The name ‘Janod’ is printed on each side between the wheels, and on the back wheels.

Sold at: The Land of Nod catalogue, Web site (www.landofnod.com), and retail stores nationwide from October 2007 through March 2008 for about $45.

Consumers should stop using recalled products immediately unless otherwise instructed.

Name of Product: Harajuku Lovers Hooded Jackets

Units: 1,200

Distributor: Jerry Leigh of California Inc., of Van Nuys, Calif.

Hazard: The jackets have a drawstring through the hood which can pose a strangulation hazard to children. In February 1996, CPSC issued guidelines (pdf) to help prevent children from strangling or getting entangled on the neck and waist drawstrings in upper garments, such as jackets or sweatshirts.

Incidents/Injuries: None reported.

Description: This recall involves the Harajuku Lovers Hooded Jackets with the RSL Hoodie & Lovers Leopard styles. The RSL Hoodie style has numerous pictures of girls riding motor scooters and the words “ready steady love” printed on it. The Lovers Leopard style has a leopard design in grey and black.“Harajuku Lovers” is printed on a tag sawn next to the care label.

Sold at: Nordstrom’s, Macy’s, and other retailers nationwide from August 2008 through January 2009 for about $75.

Stork Craft Recalls More Than 500,000 Cribs; Mattress Support Bracket Failures Create Risk of Entrapment and Suffocation

Name of Product: Stork Craft Baby Cribs

Units: About 535,000

Manufacturer: Stork Craft Manufacturing Inc., of British Columbia, Canada

Hazard: The metal support brackets used to support the crib mattress and mattress board can crack and break. When one or more support brackets break, the mattress can collapse and create a dangerous gap between the mattress and crib rails, in which a child can become entrapped and suffocate.

Incidents/Injuries: CPSC is aware of 10 incidents in which one or more mattress support brackets broke. In several incidents, the support bracket broke causing the mattress to collapse and create a gap between the mattress and crib rails. CPSC received a report of a toddler who sustained bruises to his forehead. In another incident a child reportedly became entrapped in the gap between the mattress and the drop side rail with no injury.

Description: This recall involves Stork Craft Baby cribs. All cribs with manufacturing and distribution dates between May 2000 and November 2008 are included in this recall. The cribs were sold in various styles and finishes. The manufacture date, model number, crib name, country of origin, and the firm’s name, address, and contact information are located on the assembly instruction sheet attached to the mattress support board. The firm’s insignia “storkcraft baby” is inscribed on the drop side teething rail of some cribs.

Sold at: Major retailers including J.C. Penney, Kmart and Walmart stores nationwide and online at Amazon.com, Babiesrus.com, Costco.com, Sears.com and Walmart.com from May 2000 through January 2009 for between $100 and $400.

Risk of Strangulation Prompts Recall of Window Blinds Sold at Cost Plus and World Market Stores

Name of Product: Roman Shades and Roll-up Blinds

Units: About 692,400

Distributor: Cost Plus Inc., of Oakland, Calif.

Hazard:

Roman Shades: These shades have a looped pull cord and exposed inner cords on the back of the shade. Looped pull cords and exposed inner cords on roman shades present a strangulation hazard.

Roll-up Blinds: These blinds have a looped pull cord and two lifting cord loops that run around the bottom rail. Looped pull cords and exposed lifting loops on roll-up blinds present a strangulation hazard to young children.

Incidents/Injuries: No incidents or injuries have been reported with the Roman shades and roll-up blinds involved in this recall. However, CPSC is aware of the death of a child who became entangled in the lifting cord of a roll-up style blind whose manufacturer and retailer has not yet been identified and at least two deaths involving exposed inner cords on various styles of roman-style shades.

Description: This recall involves four styles of shades, the “Canvass Roman Shade” available in four different sizes (4’x 6’, 5’x 6’, 2.5’ x 6’ and 3’x 6’) with sku numbers 376983, 376984, 376985, 384870; the “Sari Roman Shade” available in two colors (berry and chocolate) with sku numbers 394700, 394701; and the “Buddha or Floral Matchstick Blinds” sku numbers 407376, and 407221. A small tag on the back of the Canvass and Sari Roman Shades states “World Market© Cost Plus, Inc., Oakland, CA 94607, Made in India, 100% Cotton.” In addition, this recall involves other styles of wooden roll-up blinds, with or without valances, that have the following SKU numbers: 404991, 404992, 404993, 400742, 499743, 400744, 400745, 400746 and 358064, 358065, 358066, 358067, 358068.

Sold at: Cost Plus and World Market stores nationwide from February 2006 through August 2008 for between $25 and $60.

Manufactured in: India and China

Remedy: Consumers should immediately stop using the recalled window blinds/shades and return the product to any Cost Plus/World Market store to obtain a full refund.

Top Goods Trading Recalls Flashing Pacifiers Due to Choking and Strangulation Hazard

Hazard: The flashing pacifiers do not comply with federal safety standards for pacifiers. Although the pacifiers are marketed to older children and adults, they could be given to babies and cause serious injury or death. The pieces of the pacifier can separate, posing a choking hazard. The necklaces pose a strangulation hazard.

Description: The recalled flashing pacifier has a yellow heart-shaped mouth guard and handle. There is a 15-inch cord attached to the handle. LED lights are activated by pushing the heart-shaped handle into the base of the pacifier.

Rashti & Rashti Expands Recall of Infant Garments Due to Choking Hazard

Name of Product: Taggies™ Sleep'n Play Infant Garments

Description: The July 2008 recall involved two Taggies™ Sleep ‘n Play style infant garments: the Butterfly Applique' and the Fun Dog Print. Subsequent to the recall, two additional Taggies Sleep ‘n Play styles, manufactured before July 1, 2008, were identified as also having snap issues. The recall has now been expanded to involve the Dinosaur Applique' and the Pink Toss Print styles. The infant garments are one piece footed coveralls with snaps down the front. These garments were sold in sizes 0-3 months, 3-6 months, and 6-9 months. RN #27829 is printed on the care label sewn into the garment. Style numbers are printed on the hangtag of the garments. CPSC Clarifies Requirements of New Children’s Product Safety Laws Taking Effect in February

Guidance Intended for Resellers of Children’s Products, Thrift and Consignment Stores

WASHINGTON, D.C. - In February 2009, new requirements of the Consumer Product Safety Improvement Act (CPSIA) take effect. Manufacturers, importers and retailers are expected to comply with the new Congressionally-mandated laws. Beginning February 10, 2009, children’s products cannot be sold if they contain more than 600 parts per million (ppm) total lead. Certain children’s products manufactured on or after February 10, 2009 cannot be sold if they contain more than 0.1% of certain specific phthalates or if they fail to meet new mandatory standards for toys.

Under the new law, children’s products with more than 600 ppm total lead cannot lawfully be sold in the United States on or after February 10, 2009, even if they were manufactured before that date. The total lead limit drops to 300 ppm on August 14, 2009.

The new law requires that domestic manufacturers and importers certify that children’s products made after February 10 meet all the new safety standards and the lead ban. Sellers of used children’s products, such as thrift stores and consignment stores, are not required to certify that those products meet the new lead limits, phthalates standard or new toy standards.

The new safety law does not require resellers to test children’s products in inventory for compliance with the lead limit before they are sold. However, resellers cannot sell children’s products that exceed the lead limit and therefore should avoid products that are likely to have lead content, unless they have testing or other information to indicate the products being sold have less than the new limit. Those resellers that do sell products in violation of the new limits could face civil and/or criminal penalties.

When the CPSIA was signed into law on August 14, 2008, it became unlawful to sell recalled products. All resellers should check the CPSC Web site (www.cpsc.gov) for information on recalled products before taking into inventory or selling a product. The selling of recalled products also could carry civil and/or criminal penalties.

While CPSC expects every company to comply fully with the new laws resellers should pay special attention to certain product categories. Among these are recalled children’s products, particularly cribs and play yards; children’s products that may contain lead, such as children’s jewelry and painted wooden or metal toys; flimsily made toys that are easily breakable into small parts; toys that lack the required age warnings; and dolls and stuffed toys that have buttons, eyes, noses or other small parts that are not securely fastened and could present a choking hazard for young children.

Jardine Expands Recall of Cribs Sold by Babies“R”Us; Cribs Pose Entrapment and Strangulation Hazards

Hazard: The wooden crib slats can break, creating a gap, which can pose an entrapment and strangulation hazard to infants and toddlers.

Incidents/Injuries: CPSC has received 19 additional incidents of crib slats breaking. In nine of these incidents, consumers reported that their infant or toddler broke the slat while in the crib. In addition, a 22-month-old child fell through the gap between the crib slats when a slat broke. No injuries have been reported.

Description: This recall involves three models of Jardine wooden cribs with the date codes identified below. Cribs with other date codes are not affected by this recall. The date code and model number are printed on the label located on the inside of the bottom rail of the headboard or footboard.
