Family Planning Extension Program

What is the Planning Extension Program?

The Family Planning Extension Program (FPEP) is aimed at preventing unplanned pregnancies. under this program, women who have lost their Medicaid coverage will be given Medicaid financed family planning services for up to two years after the end of the postpartum period if they were on Medicaid when their pregnancy ended.

Who is Eligible for FPEP?

Any woman who was on full Medicaid at the time her pregnancy ended and who has subsequently lost her Medicaid coverage is eligible. It does not matter if the pregnancy ended in a live birth, an abortion, a miscarriage or a stillbirth.

How long is a woman eligible?

A woman on full Medicaid is automatically covered through the end of the month when her pregnancy ends, and for two months afterwards. This is called the postpartum period. Under FPEP, she will be eligible for an additional two years after the postpartum period.

What services are covered under FPEP?

The full range of family planning services is covered. Women cannot be charged any fee to receive a covered service. All services must be provided by the family planning agency, as at this time women will  not have an active Medicaid card to receive services at pharmacy or outside provider. Abortion, prenatal and primary care are not covered services.

What documentation is need it?

Women will be asked to show documentation of previous Medicaid coverage such as a Medicaid card, a Certificate of Group Health Plan Coverage letter, a discontinuance notice or other documentation from DSS. If she has none of these, she may request a discontinuance notice from DSS. If the woman has proof of pregnancy, she should bring it with her. If she does not, she may self declare the pregnancy.

Where should women go for services?

For now, only certain state funded family planning providers offer this program. In Albany contact Upper Hudson Planned Parenthood, 259 Lark Street, Albany, NY 12210, phone 518-434-5678.
